be on the verge of ～で「今にも～しようとしている」という意味。「すれすれ」もon the verge ofで表現できます。It's on the verge of sexual harassment.「それってセクハラすれすれですよ」。例文をもう一つ。Our company is on the verge of bankruptcy, hanging by a thread.「我が社は倒産寸前だが、首の皮一枚でつながっている」。
