work up the courage to ～で「～をする勇気を奮い起こす」という意味。work upの代わりにget upも使えます。例文を二つ挙げておきましょう。I'd tell them the truth if I could only work up the courage.「勇気さえあれば彼らに本当のことを言うのだが」、He worked up the courage to ask out the girl he had a secret crush on.「彼は勇気を出して密かに思いを寄せていた女の子をデートに誘った」。
