「キャンセル料」はcancellation feeと言います。take effect「効力を発する」を使っている点に注目。take effectは「実施される、(薬などが)効く」という意味でも使われます。それぞれ例文を挙げておきましょう。When does the new rule take effect?「この新しいルールはいつから実施されますか?」、This cold medicine didn't take effect at all.「この風邪薬は全然効かなかった」。
