《今日のFUP：1197》　杓子定規 ─ しゃくしじょうぎ
「新しい課長は何でも杓子定規にやりたがり、柔軟性に欠ける」─ Our new section chief likes to do everything by the book and lacks flexibility.

by the book「規則 (型) 通りに」が「杓子定規」に当たる表現。「杓子定規な考え方をする」はhave a rigid, narrow-minded way of thinkingと言えばいいでしょう。rigid「融通のきかない」、narrow-minded「心が狭い」。lack flexibility「柔軟性に欠ける」。He isn’t flexible.でも同じ意味に。flexible「柔軟性のある (形容詞)」。
（例）「その知事はインタビューでお決まりのコメントをした」─ The governor made cut-and-dried comments at the interview.
　・cut-and-dried「お決まりの、型にはまった (形容詞)」。
