「そんなところで油を売ってないで、デスクに戻って仕事をしなさい」─ Quit dawdling around over there, and get back to work at your desks.
ここでは「油を売る」をdawdle around「ぶらぶら時間を過ごす」で表現。Stop shooting the breeze there, go back to your desk and get to work.と言ってもいいでしょう。shoot the breezeの意味は「おしゃべりする、無駄話をする」。
（例）「くつろいで友達とおしゃべりするのが好きなんだ」─ I like to sit around and chew the fat with my friends.
