「平社員の私にとって、社長は雲の上の人です」─ To a regular employee like me, the company president seems to live in another world.
live in another world「別の世界に住んでいる」で「雲の上の人」を表現しています。a completely different world「全く違う世界」を使ってもいいでしょう。The company president lives in a completely different world from an ordinary worker like me.
（例）I was walking on clouds after hearing the good news.「そのいい知らせを聞いた後、雲の上を歩いているようだった」。

「本社の方針が二転三転した」─ The main office has changed its policy direction time and time again. / Headquarters has changed its policy direction time and again.
「二転三転する（～を何度も変える）」─ change ～ time and (time) again
「本社」─ headquarters（単数扱い）
「状況が何度となく変化した」─ The situation has changed time and again.
