「外はお祭りで賑やかだね」─ It's really lively out there. There's a festival going on.
livelyは「活気がある、賑やかな」の意味の形容詞。There's a lot going on out there. It looks like a festival.とも言えます。a lot going on「多くのことが起きている」で「賑やか」を表現している点に注目。
（例）「今日はすごい人出だね」─ Look at all the people here today.
前回の復習
「あの時は頭に血が上って、何が何だかわからなかった」─ I was so angry at that moment that I didn't know what was what. / I got so mad then that I had no idea what was going on.
「頭に血が上る（かっとなる、激怒する）」─ be so angry / get so mad
「すぐにかっとなるなよな」─ You shouldn't be so thin-skinned.
Extra Bit：「彼がかっとなるのを見たことがない」─ I've never seen him lose his temper.
