「何年ぶりだろう、こうして君と食事をするのは？」─ How many years has it been since we had a meal together like this?
how many years has it beenで「どれくらいの年月が経ったのだろうか」の意味になります。語順を変えて、Sitting down to a meal together like this ... how many years has it been?と言ってもいいでしょう。sit down to a mealは「食事をするために席に着く」という意味。
（例）「何年ぶりかで映画に行った」─ It's the first time in many years I've been to a movie.
前回の復習
「そんな話は論外だよ」─ That's completely out of the question. / That's not even worthy of consideration.
「完全に」─ completely
「問題外の」─ out of the question
「考慮にも値しない」─ not even worthy of consideration
「彼女が佐藤君と結婚するなんてありえないよ」─ There's no way she'll ever marry Sato.
Extra Bit：「昇進なんて問題外だよ」─ I'm afraid a promotion is out of the question now.

how many years has it beenで「どれくらいの年月が経ったのだろうか」の意味になります。語順を変えて、Sitting down to a meal together like this ... how many years has it been?と言ってもいいでしょう。sit down to a mealは「食事をするために席に着く」という意味。
