「彼の意見は毒にも薬にもならない」─ His opinion was safe, bland and useless.
safe「安全な」、bland「面白みのない」、useless「役に立たない」を組み合わせて「毒にも薬にもならない」を表現しています。vague「あいまい」、netural「中立の、はっきりしない」を使って、次のように言ってもいいでしょう。His opinion was as vague and neutral as he could make it.
（例）「彼の意見は取るに足らないものだ」─ His opinion is neither here nor there.

「雨が降るんだか、晴れるんだか、はっきりしない天気だね」─ The weather can't seem to make up its mind between rain and clear skies. / It's hard to tell with this weather whether it's going to rain or clear up.
「決めかねている」─ make up one's mind
「言うのが難しい」─ hard to tell
「天気が変わりやすいので、雨が降るのか、晴れるのかわからない」─ The weather is so changeful you can't tell whether it's going to rain or clear up.
