「大衆を従えるには飴と鞭が必要だ」─ You need to use the carrot and the stick if you want to control the public.
carrot「ニンジン」とstick「棒」を使って「飴と鞭」を表現しています。To keep the public under your control, you need to use a carrot-and-stick approach.とも言えます。use a carrot-and-stick approachの文字通りの意味は、「ニンジンと棒のアプローチを使う」。
（例）「子供に褒美を与えれば与えるほど、もっと褒美をほしがる」─ The more you reward a child, the more rewards he'll expect.
