「そのビルには不特定多数の人が出入りしていた」─ The building was open to the general public.
「不特定多数の人が出入りする」とはbe open to the general public「一般の人が誰でも入れる」ということですね。The building was wide open, and all kinds of people were coming and going.とも言えます。wide open「広く開かれた」とall kinds of people「色々な人々」の使い方に注目。
（例）「今日はすごい人出だね」─ There are a lot of people out today, aren't there?

「殺菌効果があると聞いて、毎日緑茶でうがいしている」─ I heard that green tea has antibacterial effects, so I gargle with it every day. / I gargle with green tea every day because I heard it kills germs.
