「殺菌効果があると聞いて、毎日緑茶でうがいしている」─ I heard that green tea has antibacterial effects, so I gargle with it every day.
「殺菌効果がある」はhave antibacterial effectsで表現できます。kill germs「細菌を殺す」を使って、次のように言ってもいいでしょう。I gargle with green tea every day because I heard it kills germs.
（例）「消毒薬でうがいをした方がいいね」─ I’d better gargle with a disinfectant.

「その地域では感染症が広がっている」─ An infectious disease is spreading in that district. / There is an infectious disease in that district.

「広がる」─ spread
