「住民の申し出は頭からはねつけられた」─ The residents' proposal was flatly rejected.
「頭からはねつける」をreject flatly「きっぱり断る」で表現しています（英文は受け身）。turn down「断る」とout of hand「即座に」を使って次のようにも言えます。They turned down the request made by the residents out of hand.
（例）「聞きもせずに私の言い分を拒否するなよ」─ Don't reject my argument without listening to it.
