「彼には素質があるが、練習をしないからゴルフが上達しないんだ」─ He's got what it takes to be an excellent golfer, but he'll never get there because he doesn't practice.
what it takes to be ～「～になるために必要な物」で「素質」を表現している点に注目。He's got the stuff of a great golfer, but since he doesn't practice, he won't get very good at it.とも言えます。この場合のstuffは「素質、才能」という意味。
（例）「彼女にはいい記者になる素質があると思う」─ I think she has what it takes to be a good reporter.

what it takes to be ～「～になるために必要な物」で「素質」を表現している点に注目。He's got the stuff of a great golfer, but since he doesn't practice, he won't get very good at it.とも言えます。この場合のstuffは「素質、才能」という意味。
